As the race for control of Congress turns toward its final sprint to Election Day, independent organizations with ideological or commercial stakes in the outcome are pouring record amounts of money into the closest contests.

In Ohio, Rep. Deborah Pryce , the fourth-ranking Republican in the House, was attacked by nearly $1 million in negative commercials this summer. But her Democratic opponent, Franklin County Commissioner Mary Jo Kilroy, did not pay for any of them.

Tobacco firms call Prop. 86 a power grab by hospitals. Proposition 86 would raise the excise tax on a pack of cigarettes from 87 cents to $2.60, generating an estimated $2.1 billion a year.

Hospitals and health care groups are betting that California voters don't care whether smokers have to pay higher taxes on cigarettes if the money collected goes to fund health care programs.

In the last six years, elections in America have been close, and they have been important. Sometimes when we hear a politician or a talk show host say that the upcoming elections are one of the most important in U.S. history our eyes sometimes glaze over.

But it is true. They are important, in part because the elections are so close. The 2000 presidential election was the closest in American history. George W. Bush was elected president by 537 votes in Florida.

I well remember back in the 2000 elections many conservatives attempting to assuage my trepidation and misgiving regarding candidate GW Bush by saying, "Chuck, don't worry; Bush cannot act like a conservative, because he wouldn't be able to get elected.

Well, we waited and waddled through Dubya's first term in office, and there was precious little indication of his "true conservatism." Then, those same conservatives said, "Chuck, don't worry; G.W. couldn't act like a conservative his first term, because he wouldn't be able to get re-elected..." Now, nearly six years into Bush's presidency, I'm still waiting to see his "true conservatism."
