Michigan families are being torn apart and critics blame the privatization of the foster care system. Families desperate to care for loved ones say they are spending thousands of dollars to fight a hostile bureaucracy to get children out of state hands.

"Both federal and state law require that the agency and the court give priority to relatives seeking placement of children in foster care," says attorney Vivek Sankaran, who heads the Detroit Center for Family Advocacy and is an expert on child welfare law. "All too often what happens is that systemic road blocks are created - license, home study, requirements, criminal background checks take time because bureaucracy is taking too long to get them done, the child is living somewhere else," says Sankran. That is what happened to Gant. Fed up, she got a lawyer and has spent $15,000 fighting for Bradley. The private agency finally approved her to adopt-another child. But Gant didn't want just any child.

When protective services take children from their parents, state law says a judge must first personally review the case and sign off. But that was not happening in one of Michigan's busiest courts.

It's called "rubber stamping," and last August 7 Action News first exposed how court staff were literally stamping a judge's name onto orders that allowed the state to take kids from their parents.

"Director of the Department of Motor Vehicles Kevin Shwedo's research has revealed evidence that over 900 deceased people appear to have 'voted' in recent elections in South Carolina," said Attorney General Alan Wilson.

GRAND RAPIDS -- The mother of Jozlynn Martinez, the two-year-old girl murdered in 2010, has voluntarily given up her parental rights to her son.

Consuela Martinez, 22, signed off her parental rights during a court hearing Thursday. Had Martinez not signed off her rights, a Kent County Family Court judge would have held a termination hearing to take away her parental rights to her two-year-old son, Bryan Malmberg, who was fathered by Jeffrey Malmberg.

Michael Lohan stormed his daughter Lindsay's apartment this morning with the help of three sheriffs, on the pretext of protecting his younger daughter Ali.

Because Michael was, in the end, helpless to do anything, he says he'll take this case to Child Protective Services: "I'm gonna see what Child Protective Services will do and what Lindsay's attorney will do and if they won't do anything, we'll just have to take it step by step."

HONG KONG -- A ban on backyard poultry-keeping will take effect on Feb. 13, Permanent Secretary for Health, Welfare and Food Carrie Yau said here Tuesday.

Under the ban, the existing exemption for households keeping up to 20 poultry will be removed. The unauthorized keeping of poultry will be an offense warranting fines of up to 100,000 Hong Kong dollars. Meanwhile, patrols at checkpoints have been strengthened to curb poultry smuggling.
