OKLAHOMA CITY (AP) - Gov. Mary Fallin is proposing a new $120 million bond issue to repair and renovate Oklahoma's nearly 100-year-old state Capitol.

Two years ago, state lawmakers approved a $120 million bond issue to repair the Capitol. Fallin says the bond money helped builders launch the project but that contractors have said they think it will take another $120 million to complete the work. Fallin says interest rates remain low and the new bond wouldn't be issued until 2018, when 40 percent of the state's existing bond principal rolls off the books.

The state of Texas plans to appeal a federal judge's ruling that the state's foster care system for nearly 30,000 children is unconstitutionally broken.

Attorney General Ken Paxton's office last week filed a notice of appeal and asked the judge to delay her ruling so it could present its case before a higher court.

A huge win is being celebrated by animal lovers, as the FBI just added animal cruelty to the list of Class A felonies. To put that in perspective, homicide and arson are also Class A felonies, so this new change is very significant.

The FBI defines animal cruelty as: "Intentionally, knowingly, or recklessly taking an action that mistreats or kills any animal without just cause, such as torturing, tormenting, mutilation, maiming, poisoning, or abandonment."

Fukushima nuclear power plant is still experiencing major contamination issues nearly five years after the earthquake, tsunami, and subsequent meltdown.

Cesium has been linked to thyroid cancer, which is on the increase in the Fukushima area since the tsunami, according to the US National Library of Medicine. The chemical is highly soluble in water and can find its way into foodstuffs that have been prepared in contaminated areas. Anti-nuclear activist Dr Helen Caldicott said during the crisis that if unit four collapsed, she was going to move her family from Boston to the southern hemisphere. (You must watch her video.)

The story could be the plot for a western-style soap opera. The latest scene involved two ranchers being sentenced to five years in federal prison for inadvertently burning about 140 acres of Bureau of Land Management rangeland in two separate fires.

Dwight Hammond, 73 and son Steven Hamond, 46, admitted in a 2012 court case to lighting two different fires. Both fires started on Hammonds' private property. The Harney County ranchers are paying the BLM $400,000 for the costs of fighting fires the BLM claims they set. "The jury convicted both of the Hammonds of using fire to destroy federal property for a 2001 arson known as the Hardie-Hammond Fire, located in the Steens Mountain Cooperative Management and Protection Area," said a Department of Justice news release.

Four current and former inmates at the San Juan County Adult Detention Center testified last week at a federal court hearing in Albuquerque that the jail continues to provide negligent medical care.

The Nov. 24 hearing was held to determine whether the judge should appoint a doctor to independently oversee medical services at the detention center. The detention center and hospital have denied claims of medical negligence, and Ron Childress, the attorney representing San Juan County and its detention center, has argued the jail does not need such oversight.
