MOUNDSVILLE - A man is suing the Health Plan of the Upper Ohio Valley, Inc., claiming it owes him more than $450,000.

On Sept. 30, 2001, Emil R. Nardone II and the defendant entered into a provider agreement in which Nardone agreed to provide chiropractic and related healthcare services to members of the defendant's health maintenance organization, according to a complaint filed Jan. 29 in Marshall Circuit Court. Nardone claims in early 2011, the defendant began withholding payment for chiropractic services. During this same time period, Nardone hired an independent consultant and medical auditor, Dr. Tom Necela, to audit his chiropractic business and medical practice, according to the suit.

Police say a woman who was arrested after her 5-week-old son was found in a car seat in the middle of a Phoenix intersection has been released from jail.

The Maricopa County Sheriff's office said 19-year-old Catalina Clouser was released from jail early Sunday morning. Phoenix police Officer James Holmes said officers responded to a call of a baby strapped into a car seat lying in the middle of the road around 1:00 a.m Saturday.

A 10-year study involving 40,000 women suggests that low-dose aspirin fails to prevent cancer and vitamin E does not have protective benefit againt heart attacks.

The findings on aspirin and vitamin E have been published in two reports in July 6 Journal of the American Medical Association. Both were based on data from the Women's Health Study, described as the largest undertaking of its kind involving the two substances.

HONG KONG -- A ban on backyard poultry-keeping will take effect on Feb. 13, Permanent Secretary for Health, Welfare and Food Carrie Yau said here Tuesday.

Under the ban, the existing exemption for households keeping up to 20 poultry will be removed. The unauthorized keeping of poultry will be an offense warranting fines of up to 100,000 Hong Kong dollars. Meanwhile, patrols at checkpoints have been strengthened to curb poultry smuggling.

Security researcher Barnaby Jack has passed away in San Francisco, only days before a scheduled appearance at a Las Vegas hacker conference where he intended to show how an ordinary pacemaker could be compromised in order to kill a man.

Jack, who previously presented hacks involving ATMs and insulin pumps at the annual Black Hat conference in Vegas, was confirmed dead Friday morning by the San Francisco Medical Examiner's office, Reuters reported. He passed away Thursday this week, but the office declined to offer any more details at this time. Jack's death came one week to the day before he was scheduled to detail one of his most recent exploits in a Black Hat talk called "Implantable Medical Devices: Hacking Humans."

Due largely to unauthorized leaks, we now know that the National Security Agency has seized from private companies voluminous data on the phone and Internet usage of all U.S. citizens.

We've also learned that the United States Foreign Intelligence Surveillance Court has approved the constitutionality of these seizures in secret proceedings in which only the government appears, and in opinions kept secret even from the private companies from whom the data are seized. If this weren't disturbing enough, the Consumer Financial Protection Bureau, created by the 2010 Dodd-Frank financial reform, is compiling a massive database of citizens' personal information-including monthly credit-card, mortgage, car and other payments-ostensibly to protect consumers from abuses by financial institutions.
