Some of the largest U.S. financial institutions are "actively under attack" from hackers, Homeland Security Secretary Janet Napolitano said.

"Right now, financial institutions are actively under attack. We know that. I'm not giving you any classified information," Napolitano said Wednesday during a cybersecurity event sponsored by The Washington Post. "I will say this has involved some of our nation's largest institutions." Stock exchanges also have been subject to cyberattacks during the last few years so officials know "there are vulnerabilities," she said.

A California DMV office gave a new driver's license to a man who disclosed on his renewal form a medical ailment that had rendered him legally blind.

Unlike Al Pacino in "Scent of a Woman," Mark Overland, 72, of Pacific Palisades doesn't plan to test his luck. But Overland, a lawyer who represented an elderly driver who plowed into a farmers' market killing 10 people in 2003, was disturbed enough by the DMV that he contacted the Los Angeles Times to tell his story. He described an innocent enough encounter: He filled out the form honestly, identifying himself as having retinitis pigmentosa, a degenerative illness that reduces peripheral vision. In Overland's case, he has lost 94 percent of his vision and can only see a small tunnel in front of him.

A 30-year-old Indiana man says an eBay user paid him $15,000 to have the Republican presidential nominee Mitt Romney's campaign logo tattooed on his head.

Eric Hartsburg posted an eBay listing in August offering the side of his head as permanent ad space for whatever the winning bidder chose, ABC News reported. The winning bidder - a Republican eBay user who preferred to remain anonymous - paid $15, 000 to have Hartsburg tattoo Mitt Romney's presidential campaign "R" logo on his face. Hartsburg got the tattoo Tuesday. Hartsburg said the eBay listing started as a joke.

Election officials in U.S. swing states have reported getting complaints of phony phone calls, fraudulent letters and other voter intimidation efforts.

Florida's State Department reported some voters were being targeted with fraudulent efforts meant to keep them home on Nov. 6, CBCNews.com reported. Chris Cate, the department's communications director, said between 50 and 100 Floridians in at least 28 counties recently got letters telling them questions had been raised about their citizenship and right to vote. The letters, printed on phony letterhead from Supervisor of Elections Kathy Dent, told recipients to return voter eligibility forms within 15 days of receipt.

Texas officials say the state will immediately stop paying for health services provided by Planned Parenthood after a U.S. court has refused to rehear the case.

The federal appeals court ruled in August Texas has the right to bar organizations that perform abortions or are affiliated with organizations that do so from receiving state funding. The court refused Thursday to hold what is known as an en banc hearing, with all appeals judges in the 5th Circuit participating, The Dallas Morning News reported. Officials said the Texas Women's Health Program will stop using Planned Parenthood clinics next week, the Houston Chronicle reported.

The town of Romney, Texas, will get a new highway sign after a vandal spray-painted the name "Obama" over "Romney," officials said.

The one-word sign, which welcomes drivers to the small town near Abilene was defaced earlier this week by an unknown spray-paint artist, The Dallas Morning News reported Thursday.

Authorities in Ohio said they are investigating the origins of a large pile of horse manure left outside a county Democratic Party headquarters.

The Warren County Sheriff's Office said a worker discovered the horse droppings outside the Warren County Democratic Party headquarters in Lebanon upon arriving at the building Tuesday morning, the Dayton (Ohio) Daily News reported Thursday. The sheriff's office said the case is being investigated as criminal damaging.

The United States is becoming increasingly vulnerable to cyberattacks that could dismantle the nation's power grid or more, Defense Secretary Leon Panetta said.

Panetta, during a speech at the Intrepid Sea, Air and Space Museum in New York Thursday, said his response was to increased aggressiveness and technological advances by America' adversaries, identified as China, Russia, Iran and militant groups, The New York Times reported. "An aggressor nation or extremist group could use these kinds of cyber tools to gain control of critical switches," Panetta said. "They could derail passenger trains, or even more dangerous, derail passenger trains loaded with lethal chemicals. They could contaminate the water supply in major cities, or shut down the power grid across large parts of the country."

The longshot campaign of actress Roseanne Barr for the U.S. presidency announced its first TV ad buy Wednesday.

The 30-second spot will run on several cable channels in the San Francisco area, the campaign said. Barr, who became famous playing a blue-collar wife on the hit sitcom "Roseanne" in the 1980s, became the candidate of the Peace and Freedom Party after being rejected by the Green Party. Her runningmate is Cindy Sheehan, who became an anti-war activist after her son was killed in Iraq in 2004.

U.S. TV networks won't conduct Election Day exit polls in 19 states deemed non-competitive this year, the National Election Pool said, citing rising costs.

The pool - a consortium of American news organizations, mostly television networks - took into account the competitiveness of the states in the presidential, Senate and governors races, as well as referendums, said ABC News Elections Director Daniel Merkle, a member of the committee that manages the consortium. The omitted states are Alaska, Arkansas, Delaware, Georgia, Hawaii, Idaho, Kentucky, Louisiana, Nebraska, North Dakota, Oklahoma, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia and Wyoming, as well as the District of Columbia.
