Some U.S. predator drone attacks may constitute war crimes and all such killings can encourage others to flout human rights standards, a U.N. investigator said.

Defending armed drone use by calling them a valid response to the Sept. 11, 2011, terrorist attacks is unjustifiable, Christof Heyns, U.N. special rapporteur on extrajudicial, summary or arbitrary executions, told a U.N. Human Rights Council conference in Geneva, Switzerland, after Russia and China issued a joint statement to the council condemning drone attacks. The CIA's use of armed drones in places like Pakistan and Yemen began under President George W. Bush but has grown dramatically under President Barack Obama.

Arizona Secretary of State Ken Bennett accused President Obama of lying about his Kenyan heritage to get into college.

Bennett was caught on tape telling a Republican Party meeting his theory shortly after announcing his support for presumptive Republican presidential nominee Mitt Romney: "I know there's a lot of people who are skeptical as to whether the president was born in Hawaii," he said. "Personally, I believe he was. I actually think he was fibbing about being born in Kenya when he was trying to get into college."

An energy explorer working in the Gulf of Mexico sued the U.S. government for what it said was the illegal suspension of drilling operations in 2010.

Offshore oil and natural gas production company ATP Oil and Gas Corp. sued the U.S. Interior Department in a federal court in Washington. The lawsuit claims the U.S. Interior Department "improperly and illegally" placed a moratorium on offshore drilling activity in the Gulf of Mexico after the 2010 disaster at the Deepwater Horizon rig, the Platts news service reports.

A survey of economists found diminished belief in the U.S. recovery, The Wall Street Journal reported Friday.

The survey conducted by the Journal found 39 out of 53 respondents indicated their own forecasts were too optimistic. Only four indicted their predictions were not rosy enough, the survey said. For the first time since September, the economists' survey found a rise in respondents indicating the threat of recession had risen in the past 30 days. Recent data suggests the recovery is stumbling. The New York Federal Reserve Banks said Friday that the pace of growth in manufacturing in the state had slowed considerably and was, by mid-June, barely expanding at all.

Global approval of U.S. President Obama's policies has fallen significantly since he first took office, a Pew Research Center poll released Wednesday indicated.

Besides the slippage in global approval, overall confidence in Obama and attitudes toward the United States dipped, results indicated. Europeans and the Japanese remain largely confident in Obama, although somewhat less so than in 2009, while Muslim nations remain largely critical, Pew said. Obama's figures track a similar pattern for overall global ratings for the United States, researchers said. In the European Union and Japan, views remain positive, but the United States is unpopular in nations such as Egypt, Jordan, Turkey and Pakistan.

U.S. Sen. John McCain, R-Ariz., called Tuesday for an investigation into whether the White House was responsible for national security leaks.

McCain - who was the Republican presidential nominee four years ago and is the ranking GOP member of the Armed Services Committee - said he wants hearings and a special prosecutor named to determine whether the White House leaked information for political gain, Roll Call reported.

Romney's iPhone app, "I'm with Mitt," allows users to post photos of themselves with 14 pre-made banners, including one reading "A Better Amercia," USA Today reported Wednesday.

Opponents of El Paso mayor's same-sex benefits plan targeted for prosecution.

A prosecutor has decided to pursue and possibly charge members of El Paso area churches who promoted petitions opposing the city administration's decision to implement benefits for same-sex partners even after voters decided not to allow that. The result is an emergency appeal to the state Supreme Court by attorneys with the Alliance Defense Fund, which has been working on the freedom of speech dispute.

The first thing you hear is a charge - a high-pitched, electronic whine and within minutes the whirring settles into a roar as the speeding train whizzes along the track at 200 miles per hour, streaking across the landscape.

The emotion of the bullet train hasn't escaped the American imagination. Reality is less dreamy. Last week U.S. Secretary of Transportation Ray Lahood told California lawmakers in Sacramento that the Obama administration would rescind $3.3 billion in federal grants for high-speed train if the state didn't act by July to appropriate $2.7 billion in state funds toward the project. If the California plan derails, it could have broader implications for rail funding.

State Sen. Tom Berryhill is now a resident of Tuolumne County, staff for the Republican, formerly of Modesto, confirmed Monday.

"I am not sure when he moved but it was a while ago," said Eileen Ricker, who became Berryhill's communications director in December. Berryhill won election to the 14th District Senate seat in 2010 after serving as the 25th District Assemblyman representing Tuolumne and Calaveras counties. He moved from Modesto to Oakdale to compete for the Senate seat. Courts rejected a suit filed by Columbia attorney and unsuccessful GOP primary candidate Heidi Fuller to challenge Berryhill's claim to Oakdale residency. He later moved back to Modesto before apparently making his way up to Twain Harte.
