Paul Ryan opened his budget talk at AEI today by making three points.

Congress has a legal obligation to pass a federal budget. Legislators have a moral obligation to address a predictable debt crisis, and since Republicans disapprove of the country's current fiscal path they have a specific obligation to propose an alternative. Finally, Republicans should seek an "affirming election" that validates their positive agenda rather than simply running against Barack Obama.

The new liberal censoriousness and its growing list of targets.

"I do not agree with what you say, but I will defend to the death your right to say it." Believers in free speech and civil liberties, many of them liberals, have repeated this Voltaire quote so many times it has become a cliche. Some even applied this principle to excess, treating topless dancing the same as political speech and defending neo-Nazis who wanted to march through a community of Holocaust survivors. There is no right to yell "fire" in a crowded theater. But the principle itself is essential to a free society. Voltaire has since been replaced by Ring Lardner: "Shut up he explained."

Speaking of Solyndra-fication, Energy Secretary Steven Chu couldn't tell the House Energy and Commerce Committee how many federal loans have gone to companies that have gone bankrupt or are at risk of going under.

According to the Washington Examiner, Chu replied, "I don't, again, recall the exact number." The secretary did concede, "The American taxpayer has every right to expect that there is a reasonable chance of repayment for every loan that we give out."

The Obama administration tries and fails to beat the marketplace in creating clean energy jobs.

Last week, General Motors announced that it was suspending production of the Chevy Volt for five weeks. Roughly 1,300 workers will lose their jobs, at least temporarily, during the hiatus. Despite up to $3 billion in taxpayer commitments, the green-friendly hybrid electric car has sold poorly. Abound Solar, a green start-up competing with Chinese solar panel manufacturers, also disclosed that it would be laying off 180 of its 400 employees.

On a mostly party-line vote, the Senate rejected Sen. Roy Blunt's (R-MO) amendment to exempt religious employers from covering services that contradict their teachings.

Retiring Sen. Olympia Snowe of Maine is the only Republican who voted against the measure. Bob Casey of Pennsylvania, Joe Manchin of West Virginia, and Joe Manchin of West Virginia joined Ben Nelson of Nebraska, an original co-sponsor, as the Democrats who voted for it.

The Supreme Court announced today that it will take up its first major affirmative action case since Grutter v. Bollinger.

In Fisher v. Texas, a white student named Abigail Fisher said she was rejected by the University of Texas on the basis of her race. Supporters of racial preferences fear that the stars are aligned in Fisher's favor, with a conservative majority that could conceivably discard Grutter.

The Bangor Daily News is reporting that the Maine Republican Party is facing increasing pressure to reconsider its claim that Mitt Romney won the state's caucuses until all the votes are counted.

The Bangor paper quotes a political science professor as saying "It sure looks like they counted what they wanted to count."
