WASHINGTON - Americans are complaining more about what they see on TV and hear on the radio as obscenity complaints rose sharply in the third quarter, according to a government report issued on Wednesday.

Complaints to the Federal Communications Commission about raunchy programming jumped fourfold to 26,185 from 6,161 logged during the previous three months. The increase followed several quarters of big declines.

Religious persecution in China has reached the point that distributing Bibles is earning a three-year prison sentence.

Cai Zhuohua, 34, a Beijing underground church leader, was sentenced yesterday to three years in prison for distributing Bibles and other Christian materials. His wife, Xiao Yunfei, got two years, and her brother Xiao Gaowen was sentenced to 18 months by the Haidian Lower People's Court in Beijing.

The Hawaii Supreme Court has disbarred a former Family Court judge, finding "a pattern of deliberate misconduct" that led to disciplinary action for eight previous ethics violations.

The court removed Richard Y.S. Lee, 58, from practicing law and ordered him to return all unearned retainers and files to his clients by Oct. 31. Lee told the Star-Bulletin last year that he had turned over his law practice to his daughter to devote time to his new business, a penthouse club at Century Center, which closed months later because of complaints from other tenants in the high-rise.

Parents' rights were not violated when a Southern California elementary school conducted a psychological survey of their children and asked them about sexual feelings and masturbation, a federal appeals court ruled Wednesday.

Abortion-rights activists are fiercely opposing a measure put before Californians next week on whether parents should be notified before a minor has an abortion.

A backer of the measure, Yes on 73, argues for its passage by pointing to a well-documented survey by Texas-based Life Dynamics revealing virtually all Planned Parenthood affiliates fail to report clear cases of statutory rape to authorities. Proposition 73, dubbed "The Parents' Right to Know and Child Protection Initiative," would amend the state constitution to require physicians to notify a parent or guardian 48 hours before performing an abortion on a minor.

A group of Oregonians incensed by the decision of a circuit court judge to strike down a state-wide voter-approved measure protecting property rights have launched a recall campaign to oust her from office.

On Oct. 14, Judge Mary M. James of Marion County ruled Measure 37, approved overwhelmingly by voters last year, is unconstitutional. Her action has angered property-rights advocates and others across the state.

Regulators agreed Monday to approve SBC Communications' takeover of AT&T and Verizon Communications' purchase of MCI - deals that allow the nation's biggest phone companies to grow bigger - but with conditions.

By 4-0 votes, the Federal Communications Commission approved the multibillion-dollar mergers with conditions that drew praise from rivals of SBC and Verizon. Consumer advocates, worried about shrinking competition in the industry, said the conditions didn't go far enough.

Nearly three million people have been displaced from their homes because of Hurricanes Katrina and Rita. Many have lost everything.

Yet federal laws prohibit these victims from receiving welfare, food stamps, public housing, student loans and other benefits if they have a drug law conviction. People who have lost everything should not be denied public assistance just because they were convicted of a drug offense sometime in their past.

Crime has apparently become an equal-opportunity activity, according to a report from the U.S. Bureau of Justice Statistics.

The report, released Sunday to the Associated Press, says that women are now 7 percent of the inmate population in state and federal prisons. More telling, women now account for one in every four arrests.
