In Texas, a U.S. District judge decreed that any student uttering the word "Jesus" at his school's graduation would be arrested and locked up. "And make no mistake," announced Judge Samuel B. Kent, "the court is going to have a United States marshal in attendance at the graduation. If any student offends this court, that student will be summarily arrested and will face up to six months incarceration in the Galveston County Jail for contempt of court."

President Bush signed legislation Tuesday expanding government incentives that promote adoption.

Bush renewed the Adoption Promotion Act (Seach), a law passed in 1997 that sends $4,000 in federal money per child to state governments that exceed their placement performances from the previous year. His signature also provides new financial incentives for states to place children 9 and older with adoptive families.

In Dobbs Ferry, N.Y., the nation's largest residential treatment center for troubled youths is struggling to cope with a case of sexual abuse in which a 14-year-old was sodomized with a broomstick, while being held down by a counselor..

Sometime between 9 and 10 p.m., the authorities said, the victim, a resident of Wolfe Cottage, one of 22 residences on campus, was chased and cornered in a shower room by 16-year-old Elliot Perryman, who sodomized him with a broomstick while Jason Brown, 29, an assistant cottage supervisor, held him down. It was unclear what prompted the attack, the police said.

650 Florida foster children, including some that are not under the care of a pediatrician, have been given mind-altering drugs. Drugs that have not been approved by the Food and Drug Administration for use with small children.

The state Department of Children & Families naturally disputes the validity of the research. They always do when they're "caught out." They quibble with the findings by saying that "too few children were included in the study's sample." Such studies commonly use small samples of a subject group and that is a recognized, accepted method. This group studied 1,180 foster children out of 15,000 in state care. <br><br>More than half -- 652 -- were on at least one drug. Seventeen of the 652 were preschoolers.

Even in the public arena, officials say Jackson has given possible warning signs of a tendency to be sexual with children, including his statements in a recent documentary in which he admitted sharing his bed and sleeping with a child.

A 50-year-old New Jersey man accused of engaging in sexual activity with an 11-year-old girl was arraigned Friday on sexual misconduct charges that could lead to a lifetime prison sentence.

Harlan is charged with four counts of first-degree criminal sexual conduct - a charge that involves allegations of sexual penetration. He was freed after posting a $100,000 cash/surety bond set by 37th District Judge Dawnn Gruenburg.
