The tragic death of a 9-year old Russian-born boy, who was apparently alone in the Nebraska home of his adoptive American parents when it burned down last week, has triggered a renewed outpouring of media outrage in Russia.

"This death raises many questions," Mr. Astakhov wrote on his blog, according to Russian media. "Either the boy was being punished [and for that reason was stuck in the basement during the fire] or he was neglected and got into the basement accidentally. Why the boy was locked in the basement and why he could not get out is something we will ask the US attorneys."

The state House passed a foster care improvement bill Friday afternoon. Under the new legislation, the state would put a stronger focus on finding foster kids permanent homes and prioritize placing them with relatives when possible.

One provision of the bill requires the court system to that Office of Children's Services workers do their best to find long-term homes for children. The goal is to get the kids a permanent placement within one to two years of entering foster care. At the moment, more than 700 children in Alaska are looking for permanent homes-a much higher number than in other states.

It's apparent from several recent cases that New York State's higher courts are sending a message to its lower courts that they need to comprehend better the legal definition of neglect.

Yesterday, the New York State Appellate Division, Third Department, ruled against Chenango County Department of Social Services and reversed a Supreme Court judge's ruling that Andrew PP neglected his daughter by having verbal and physical altercations with her mother while she was present, by failing to go for domestic violence counseling, and by failing to pay child support.

The U.S. District Court Eastern District of New York has refused to grant immunity to a Child Protective Services caseworker from New York City in a lawsuit.

Normally Child Protective Services caseworkers are granted limited immunity in lawsuits arising from their duties. However, the court on July 21, 2009 denied immunity to Marcos Cardenas for withholding information from his supervisors in a neglect proceeding.

A New Jersey woman, known only as V. M. in court papers, refused to consent to a cesarean section on April 16, 2006 and gave birth the same day to a child, known only as J. M. G in court documents, by normal vaginal delivery.

Even though the child was delivered safely and had no problems due to the birth, Child Protective Services, known in New Jersey as the Division of Youth and Family Services, took baby J. M. G. because the mother had refused a cesarean section.

On July 16, 2009, the appellate division of the New Jersey Superior Court agreed with DYFS and a lower court's decision that Ms. V. M. had neglected and abused her child and the DYFS was correct in taking custody and terminating Ms. V. M.'s parental rights.

Albuquerque police have handed out more than 500 citations in recent months during a crack down on the plate covers, which come in plastic and spray-on options.

The US Food and Drug Administration (FDA) was hit this week with a lawsuit filed in California federal court, in order to force the agency to respond to a three-year old petition to ban arsenic-based drugs from animal feed.

The suit, filed by the Center for Food Safety, the Institute for Agriculture and Trade Policy, the Center for Biological Diversity and six other US food safety, agriculture, public health and environmental groups, seeks a response to the groups' 2009 petition calling for immediate withdrawal of FDA's approval of arsenic-containing compounds as feed additives for food animals.

Allegan County children are more than twice as likely to be confirmed victims of child abuse than they were in 2000, according to information released by Kids Count Michigan, a project of the Annie E. Casey Foundation to track child welfare across the United States. The county has seen a 112-percent increase in the number of confirmed victims of child neglect or abuse from .6 percent in 2000 to 1.4 percent in 2009 of county children.
