Gov. Jerry Brown finished deciding late Sunday the fate of bills passed by the Legislature, signing into law a measure that bans the open carrying of handguns in California.

The handgun bill, AB144 by Assemblyman Anthony Portantino, D-La Canada Flintridge (Los Angeles County), takes effect Jan. 1 and was backed by law enforcement officials throughout the state who said the practice created a public safety issue as the public and police cannot tell whether the weapons are loaded. It creates a misdemeanor for people who carry unloaded handguns, though gun-rights advocates who have pushed the issue say they will respond by carrying long guns, such as rifles and shotguns.

Investigations in Oregon, Ohio, Michigan, Indiana, New York and other states have in recent years found disturbing evidence of police officers abusing steroids. But Connecticut police insist they've never seen it here.

A national expert who's been studying steroid use in all types of subcultures from athletics to the military believes "tens of thousands" of cops all across the U.S. are on such illegal drugs. But the head of the largest police union in this state, a man who spent 20 years with the Milford P.D., says the issue has never even been raised in any Connecticut disciplinary hearing he knows about. A recent scandal in New Jersey turned up 248 public safety officials - most of them cops - who were getting steroids prescribed by a steroid-abusing doctor, and New Jersey officials responded by ordering random police drug testing. But a Connecticut State Police spokesman says his department doesn't do that. Just last month, a federal appeals court ruled a New Jersey police chief was within his rights to order several of his officers to undergo testing for steroids, strip them of their weapons and put them on desk duty.

A Spokane police officer has pleaded guilty to a charge that he lied to federal agents about the fatal beating of a mentally disabled man.

KXLY-TV reports that Officer Tim Moses was given a yearlong suspended sentence Tuesday for making a false statement and that he's losing his job on the force. His statements concerned the case of Otto Zehm, who was beaten to death by police who suspected him of stealing money from a convenience store ATM.

In a very strange and sad story developing out of Pennsylvania, one of Michael Bloomberg's "Mayors Against Illegal Guns" members has found himself in jail.

James Schiliro, mayor of Marcus Hook, Pennsylvania, was arrested this past Thursday for official oppression, reckless endangerment, unlawful restraint, false imprisonment, and furnishing a minor with alcohol. Schiliro ordered a local policemen to bring him a 20-year-old male to his home. At which point Schiliro allegedly served the minor alcohol and tried to have sex with him. When the minor refused, Schiliro apparently retrieved multiple handguns, where he then proceeded to fire one of them in the minors direction as a form of intimidation.

The Tennessee Supreme Court cleared the way Tuesday for a Chinese couple to be reunited with the daughter they had placed in foster care with an American family nearly eight years ago.

The court overturned a decision by a Memphis judge who had taken away the parental rights of Shaoqiang and Qin Luo He, ruling that they had abandoned the child. That decision attracted widespread publicity and was criticized as ethnically biased.

Governors and mayors across the nation have claimed, liberally, that their emergency powers allow them to ban large groups during the coronavirus pandemic.

They don't want groups gathering in malls, movie theaters or even churches, despite the constitutional protection of religious rights. Liberty Counsel founder Mat Staver noted Kansas City is requiring that churches "submit list of members and attendees along with their names, addresses and telephone numbers to city officials for tracking and surveillance purposes."

A 23-year-old woman faces charges of interfering with custody after fleeing from child protective services investigators who were trying to take the child.

The Daytona Beach News-Journal reports that a Bunnell police officer contacted Jasmine Lee Sloan about an hour later. She agreed to surrender the child Thursday night and was taken to the Flagler County Jail, where she remained Saturday on a $10,000 bond.
