Target says costs related to its data breach are increasing as sales in the U.S. and Canada lag.

"Since the data breach last December, we have been focused on providing clarity on the Company's estimated financial exposure to breach-related claims," said John Mulligan, interim president and CEO, CFO of Target. "With the benefit of additional information, we believe that today is an appropriate time to provide greater clarity on this topic." And in addition to increasing costs stemming from this data breach, Target also cut its second quarter earnings outlook.

The California Assembly has passed a bill that would require law enforcement agencies to obtain a warrant before using a surveillance drone as part of a criminal investigation.

In addition, public agencies other than law enforcement have to give the public reasonable notice that they plan to deploy a surveillance drone and describe its capabilities. Images and other information collected for public agencies by drones may not be disseminated outside of relevant public agencies and must be destroyed within a year if they are not obtained pursuant to a warrant or if they are not evidence in any claim filed or any pending litigation.

This isn't a coincidence.

Comcast is increasing its broadband internet speeds in areas where Google Fiber is set up, reports The Consumerist. Kansas City is the latest metropolis to see enhanced internet speeds at no additional cost to customers. Those paying for 25 megabit service will get 50 megabits, those paying for 50 megabits will get 105, and those paying for 105 will get a whopping 150 megabits, enough for all but the most voracious video streamers.

When she logged in and made the request to go by "Melinda Kiss Flecker" instead of just "Melinda Kiss," she was immediately stopped by Facebook. Imagine if the conservative media had to include every fact that makes liberals look good in every story that makes liberals look bad. What if attorney-client privilege didn't exist for lawyers providing advice to conservative publications?

Imagine if those contacted by a conservative journalist were dragged into depositions by a liberal plaintiff. Imagine if the liberal plaintiff subpoenaed writers for conservative publications who covered her case. A security feature offered by PayPal to help prevent accounts from being taken over by hackers can be easily circumvented, an Australian security researcher has found.

PayPal users can elect to receive a six-digit passcode via text message in order to access their accounts. The number is entered after a username and password is submitted. The security feature, known as two-factor authentication, is an option on many online services such as Google and mandatory on many financial services websites for certain kinds of high-risk transactions. Since the code is sent offline or generated by a mobile application, it is much more difficult for hackers to intercept although by no means impossible.
